SHORT BIOGRAPHY

Theodora Xythali is a Partner at KLC Law Firm and a member of RICS. She has 20 years of experience in real estate exploitation and has dealt with issues of real estate privatisations, public procurement, tourism, urban planning, environmental, local government, company law and capital markets. Mrs Xythali has served as Legal Advisor of public sector undertakings and private sector companies, and as Director of Legal Services for ETAD SA. She has also served as a lawyer of the Athens Stock Exchange and as a member of the Board of Directors at the Hellenic Casino of Parnitha and at Zea Marina. She has participated in the development of several shopping centers development plans (VESO MARE, Escape Center, Glass of Spata) as well as of a large residential complex (LOFOS EDISON) and has legally supported the operation of the Pallini and Aspropyrgos Motorist Service Stations (SEA). Additionally, Mrs Xythali has featured in Greek and foreign publications on local government issues, public and private partnerships and land registry, and has participated in working groups of drafting laws on local government, tourism and capital markets.

OTHER ACTIVITIES

Theodora Xythali has participated in universities’ and public bodies’ study and work groups, on urban development and environmental management issues, European programs and initiatives, institutional changes in Local Government, individual-state relations etc. She participated in the meetings of the Task Force Group for Greece on public property issues.
She was a member of the Committees for the drafting of draft laws for Local Government Authorities, for Tourism and Capital Markets, as well as for the Hellenic Federation of Enterprises (SEV) Environment Working Group. She has published in magazines and has participated in publications, both Greek and European, on land registry issues, public sector matters, local government and private sector collaboration (PPPs) and European programs.
Mrs Xythali has attended and contributed in international conferences on economic and regional development issues, public administration and autonomous government, European programs and initiatives, urban planning, land planning, environmental, tourism, land registry and tax matters. She was also a member of the editorial committees for the journals “Environment and Law”, “TOPOS”, “Tetradia Aftodioikisis” as well as a member of the Union of Greek Regionalists.

RELEVANT WORK

Theodora Xythali has served as Director of Legal Services of ETAD SA, Advisor to the Management of the Tourist Development Company (ETA SA), Legal Advisor of “REDS SA”, Head of the “HELLENIC AGENCY FOR LOCAL DEVELOPMENT AND LOCAL GOVERNMENT” (EETAA SA) and Attorney-at-law of the “Athens Stock Exchange”.

Her vast experience covers the areas of real estate, privatisations, public procurement, tax, urban planning, environmental issues, tourism legislation, company law, local government and stock exchange law.

She has participated in negotiations and international agreements preparation for the sale and development of private properties (Escape Center Shopping Centers, Kantza and Gialou estates), implementation of real estate development projects (Veso Mare Shopping Center – Patra Greece, Motorists Service Stations Concession Contracts – Palini / Aspropyrgos Attica, Lofos Edison Residential – Palini Attica) and in companies’ and real estate privatisation (TDC privatisations Afandou, Anavissos, Casino Mon Parnes, Faliron Marina, HRAF privatisations Astir Vouliagmeni, Sale&Lease Back, e-auction public properties sales).
